About the Role
BEC Arabia is seeking a highly skilled Cost Control - Section Head to join our dynamic Project Controls Department in Riyadh. This role is critical to ensuring the financial success of our large-scale construction and infrastructure projects, which include iconic developments tied to Saudi Vision 2030. As a key leader in cost management, you will oversee project budgets, monitor expenditures, and implement cost control strategies to optimize financial performance.
You will work closely with project managers, engineers, and senior leadership to provide accurate cost forecasts, identify potential risks, and recommend corrective actions. Key Responsibilities
- Lead the development and implementation of cost control systems, procedures, and tools to ensure accurate project cost tracking.
- Monitor project budgets and expenditures, ensuring alignment with approved financial plans.
- Prepare detailed cost reports, forecasts, and variance analyses for senior management and stakeholders.
- Coordinate with project managers and engineering teams to validate cost estimates and identify potential savings.
- Ensure compliance with Saudi Labor Law, GOSI, and other relevant regulations for cost-related activities.
- Analyze and report on cost trends, risks, and opportunities to support data-driven decision-making.
- Develop and maintain cost databases, benchmarks, and historical data for future project planning.
- Collaborate with procurement teams to assess vendor costs and negotiate favorable terms.
- Review and approve project change orders, ensuring financial implications are accurately captured.
- Train and mentor junior cost control staff, fostering a culture of continuous improvement.
- Support the implementation of digital construction tools, including BIM, for enhanced cost management.
- Participate in audits and reviews to ensure adherence to financial and operational standards.
Required Qualifications
- Bachelor of Science in Civil Engineering, Construction Management, or a related field.
- Minimum 10 years of experience in cost control within the construction or infrastructure sectors.
- Proficiency in Primavera P6, SAP, and other cost management software.
- Strong knowledge of Saudi Building Code (SBC) and ARAMCO Approved Vendor standards.
- Registration with the Saudi Council of Engineers (SCE).
- Demonstrated expertise in preparing cost forecasts, variance analyses, and financial reports.
- Familiarity with ISO 9001 and ISO 45001 standards.
- Excellent communication and leadership skills.
Preferred Qualifications
- Master’s degree in Construction Management, Business Administration, or a related field.
- Certification in Project Management Professional (PMP) or Certified Cost Professional (CCP).
- Experience with mega-projects or government-funded infrastructure developments.
- Knowledge of Mostadam or LEED green building standards.
- Advanced proficiency in BIM-based cost estimation tools.
Working Conditions
- This role is office-based in Riyadh, with occasional travel to project sites within Saudi Arabia.
- Standard working hours with potential for extended hours during critical project phases.
- Site visits may require the use of personal protective equipment (PPE) and adherence to safety protocols.
