About the Role

BEC Arabia is seeking a highly skilled QS - Senior MEP Engineer to join our Quantity Surveying Department in Makkah. This pivotal role involves overseeing and managing the MEP (Mechanical, Electrical, and Plumbing) components of large-scale construction projects, ensuring cost efficiency, compliance with Saudi Building Code (SBC), and alignment with project timelines. As part of our dynamic team, you will collaborate with multidisciplinary professionals to deliver world-class infrastructure and contribute to the Kingdom’s transformative Vision 2030 initiatives.

In this role, you will play a critical part in ensuring the financial and technical success of MEP systems within our projects. You will be responsible for cost estimation, value engineering, contract administration, and risk management for MEP works. Key Responsibilities

  • Lead the preparation of detailed cost estimates, budgets, and cash flow projections for MEP systems.
  • Manage the procurement process for MEP contractors and suppliers, ensuring compliance with project specifications and budgets.
  • Coordinate with design, construction, and project management teams to ensure seamless integration of MEP systems.
  • Conduct value engineering exercises to optimize costs without compromising quality or performance.
  • Monitor and control project costs, identifying and addressing variances proactively.
  • Ensure compliance with Saudi Building Code (SBC), ARAMCO standards, and other relevant regulations.
  • Prepare and review tender documents, bills of quantities (BOQs), and contract agreements for MEP works.
  • Evaluate contractor and supplier claims, variations, and payment applications for accuracy and validity.
  • Develop risk mitigation strategies for MEP-related challenges and ensure timely resolution of issues.
  • Collaborate with the Quality Assurance team to ensure MEP works meet ISO 9001 standards.
  • Provide regular progress reports and financial updates to senior management and stakeholders.
  • Mentor junior quantity surveyors and engineers, fostering a culture of continuous learning and improvement.

Required Qualifications

  • Bachelor of Science in Mechanical Engineering, Electrical Engineering, or a related discipline.
  • Minimum of 8 years of experience in quantity surveying with a focus on MEP systems in large-scale construction projects.
  • Professional certification such as MRICS (Member of the Royal Institution of Chartered Surveyors) or equivalent.
  • Proficiency in Primavera P6, AutoCAD, and CostX or similar quantity surveying software.
  • Strong knowledge of Saudi Building Code (SBC) and ARAMCO standards.
  • Registration with the Saudi Council of Engineers (SCE).
  • Demonstrated expertise in cost estimation, contract administration, and value engineering for MEP works.

Preferred Qualifications

  • Master’s degree in Construction Management, Quantity Surveying, or a related field.
  • Experience working on Saudi Vision 2030 giga-projects or similar large-scale initiatives.
  • Familiarity with BIM (Building Information Modeling) tools such as Revit MEP.
  • Certification in LEED, Mostadam, or other green building standards.
  • Fluency in Arabic in addition to English.

Working Conditions

  • Based in Makkah, with occasional travel to project sites across the Kingdom.
  • Primarily office-based with regular site visits to monitor MEP works and ensure compliance.
  • Exposure to construction site environments, requiring the use of PPE (Personal Protective Equipment).
  • Standard working hours with occasional extended hours to meet project deadlines.
  • Hot climate conditions typical of the region, especially during site visits.
