About the Role

BEC Arabia is seeking an experienced Talent Acquisition - Team Leader to join our dynamic Human Resources department in Riyadh. As a key player in our recruitment strategy, you will lead a team of talent acquisition specialists to attract, engage, and hire top-tier professionals for our diverse portfolio of construction, infrastructure, and engineering projects. This role is critical to supporting BEC Arabia’s ambitious growth plans and aligning with Saudi Vision 2030 initiatives, including giga-projects and smart city developments.

In this role, you will oversee end-to-end recruitment processes, ensuring compliance with Saudi Labor Law and Saudization (Nitaqat) requirements. You will collaborate closely with department heads, project managers, and senior leadership to identify workforce needs and implement innovative sourcing strategies. With a focus on quality, efficiency, and candidate experience, you will play a pivotal role in shaping the future of BEC Arabia’s multi-national workforce.

Key Responsibilities

  • Lead the talent acquisition team to deliver on recruitment targets across all business units, ensuring alignment with corporate goals.
  • Develop and implement innovative sourcing strategies to attract top talent, including leveraging digital platforms, industry networks, and recruitment events.
  • Ensure compliance with Saudi Labor Law, Saudization (Nitaqat) requirements, and GOSI regulations for all KSA-based roles.
  • Collaborate with department heads to forecast workforce needs and create strategic hiring plans.
  • Monitor and analyze recruitment metrics such as time-to-fill, cost-per-hire, and candidate quality to continuously improve processes.
  • Oversee the candidate experience, ensuring timely communication and a professional recruitment journey.
  • Manage relationships with external recruitment agencies and vendors to optimize service delivery.
  • Train and mentor team members to enhance their skills and performance.
  • Coordinate with marketing teams to build and promote BEC Arabia’s employer brand.
  • Conduct interviews for senior-level positions and provide recommendations to hiring managers.
  • Stay updated on industry trends, labor market conditions, and best practices in talent acquisition.
  • Support onboarding processes to ensure a seamless transition for new hires.

Required Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • Minimum of 8 years of experience in talent acquisition, with at least 3 years in a leadership role.
  • Proven expertise in recruitment for construction, engineering, or infrastructure sectors.
  • Strong knowledge of Saudi Labor Law, Saudization (Nitaqat), and GOSI requirements.
  • Proficiency in applicant tracking systems (ATS) and recruitment tools such as LinkedIn Recruiter.
  • Excellent communication, negotiation, and stakeholder management skills.
  • Demonstrated ability to manage high-volume recruitment in a fast-paced environment.

Preferred Qualifications

  • Master’s degree in Human Resources Management or Business Administration (MBA).
  • Certification in SHRM-CP, SHRM-SCP, or CIPD.
  • Experience in recruitment for mega-projects or giga-projects in Saudi Arabia.
  • Familiarity with digital construction trends and BIM-related roles.
  • Knowledge of green building standards such as LEED or Mostadam.

Working Conditions

  • Office-based role located in Riyadh, with occasional travel to project sites or recruitment events.
  • Standard working hours, with flexibility required during peak recruitment periods.
